Born in 1942 at Chennai. Bhaskaran studied advanced painting at the College of Arts and Crafts in Chennai, trained in fresco techniques at Vanastali Vidyapith College in Rajasthan, studied intaglio printmaking, lithography and ceramics at Ein Hod in Israel on a UNESCO scholarship and did a post-graduation at Portsmouth Polytechnic in U.K. He has held several solo shows in India and overseas. Bhaskaran has won the National Award in 1983, among many other awards and recognitions. He has held important offices in art institutions in India. In 2005 Bhaskaran was nominated member of the international jury, Florence PNR, Italy. His works figure in many private and institutional collections in India and other countries. Presently he is Chairman, Lalit Kala Akademi, New Delhi.
